Integrated and decentralized district planning at local self-government levels through people’s participation has been a key interest for Central Government for framing policies at grass root level. Various forums and platforms like planning commission and several committees established for recommending decentralized and integrated district planning with appropriate strengthening of Panchayati Raj Institutions (PRIs). ISRO is emphasizing significance of geo-spatial technology for achieving decentralized development planning at various PRI levels, viz. gram panchayats, panchayat samittee, taluka, and districts. Objectives include; (1) Prepare an all-inclusive profile of the districts that would include conducting a SWOT analysis.(2) Outline the growth-oriented vision for the districts enabling them to become a “Viksit District” by or before year 2047 (3) Identify and classify sub-sectors under headings such as “Growth” and “Aspirational”, based on the ecosystem support in the district.(4) Develop a time-bound action plan for strengthening the ecosystem for various sub-sectors selected for driving growth in the district.

 

The main scope of comprised of “Acquisition & Processing of Very High Resolution (VHR) Remote Sensing Images using Unmanned Aerial Vehicle (UAV) Technology for Urban Area in Maharashtra State”. Besides, creation of image basemap and allied products using UAV for part area under ULBs or entire ULB or any manageable small area. Procurement of High Resolution UAV Imagery (10 cm or better)using high resolution camera for ortho-rectified seamless mosaic and 3D visualization and measurements is the prime objective. Additional outcomes are Digital Elevation Model [both DSM (Digital Surface Model) and DTM (Digital Terrain Model)] and Generation of contour & slope map with 2 to 5 meters intervals as vector data.

 

Preparation of large-scale database in GIS environment using high-resolution satellite images for urban areas of Maharashtra state is the project entrusted by Director of Municipal Administration(DMA), Urban Development Department, Government of Maharashtra. Satellite images will be provided by MRSAC for database creation and geo-referencing of city cadastral maps / sheets. The present work involves Creation of large-scale database in GIS environment   using high-resolution satellite images pertaining to towns and cities of Maharashtra state. Besides geo-referencing of city cadastral maps including DP sheets and available infrastructure / utility / facility /amenity maps, the updation will be carried out by feature extraction from high-resolution satellite image. Physical site verification as well as collection of attribute data for spatial features has to be carried out. Each of the activity will be followed by Quality Checking and Quality Assurance.

 

Realizing the importance of the GIS database for mapping, monitoring and management and execution of MGNREG Scheme in the State of Maharashtra, Rural Development Department entrusted the work to develop GIS based MGNREGA Asset Mapping, Monitoring and Management System (GAMMMS) for the entire state. The department will use android mobile based applications for mapping activities and assets of MGNREGA. These assets will then visualize on public domain through Internet and analysis would be carried out to decide upon the checks & balances for implementation of MGNREGA. The indigenously developed web enabled monitoring system will definitely prove to be milestone towards good governance for Maharashtra State.

 

Realizing the importance of the GIS database for mapping, monitoring and management solar systems in the State of Maharashtra, Maharashtra Energy Development Agency (MEDA) which is a state nodal agency for renewable energy, entrusted the work to develop GIS based Asset Mapping, Monitoring and Management System (MahaURJA) for the rural areas of the state. The main objective of the project is to generate database of the solar systems installed under different government programs in villages of Maharashtra state with the system parameters along with Geo tagging. This project also envisages creating and maintaining system for grievance redressal by virtue of using mobile app and geospatial technologies. It includes web geo-portal for report generation and capacity building of the users for field survey and use of applications developed by MRSAC. The department intends to use android mobile based applications for mapping existing solar assets and planned activities through handholding and capacity building of village level functionaries like Sarpanch/EPR, Gramsevak, Facilitator/operator, minimum two local citizens participants. These solar assets will then be visualized on public domain through akshayURJA Dashboard and training of the village functionaries would be carried out to manage grievance redressal system for repairs, maintenance & up keeping of theses solar systems. The indigenously developed web enabled monitoring system will definitely prove to be milestone towards good governance for Maharashtra State.

 

The project is initiated by Revenue & Forest Department, Government of Maharashtra. It envisaged digitization of city survey sheets at 1:500 scale for entire cities in Maharashtra. Raw sheets are scan, geo-referenced on satellite images, and finally digitized. Edge Matching & Mosaicing is the final process to have seamless mosaic of all city survey sheets in any Urban Local Bodies. The labelling in English and Marathi helps to find out exact city survey number and its respective land use category from satellite images and Existing Landuse prepared from Satellite images.

 

"Disaster management" means a continuous and integrated process of planning, organizing, coordinating and implementing measures which are necessary or expedient for- (i) prevention of danger or threat of any disaster; (ii) mitigation or reduction of risk of any disaster or its severity or consequences; (iii) capacity-building; (iv) preparedness to deal with any disaster; (v) prompt response to any threatening disaster situation or disaster; (vi) assessing the severity or magnitude of effects of any disaster; (vii) evacuation, rescue and relief; (viii) rehabilitation and reconstruction; Disaster Management comprises all forms of activities including structural and nonstructural measures to avoid (prevention) or to limit (mitigation and preparedness) adverse effects of disasters in the pre-disaster phase and post disaster stage (Response, Relief , Recovery, Reconstruction). Resources database on various resources themes such as Landuse, Geomorphology, Structures, Drainage & Waterbody, Watershed, Soil, Administrative themes such as District Boundary, Tahsil Boundary, Village Boundary, Roads, Rail, Rural & Urban Location and Sprawl, and Slope obtained through Remote Sensing data has been compiled for all the districts of Maharashtra.  Similarly attribute data on Demography & Census, Agriculture, Co-operative, Rural Development, Fisheries, Education, Medical, Drinking water and Veterinary along with available data on past disaster have been combined and a customized system has been developed for each district for prioritizing hazards for use in developing Mitigation Strategies, Risk Estimation and Hazard and Vulnerability Mapping.

 

In Maharashtra once Development Plan prepared then its valid for 20 years. However, there ought to need for DP revision once its due for it. Being nodal agency of state, MRSAC was entrusted the work by Town Planning Department of Maharashtra. We coordinated with Town Planning for acquiring old DP for reference. Existing Landuse was prepared and digitized village cadastral maps were overlaid upon it. Town planning officials then marked reservations as per Town Planning Act. Finally, it helps them a lot for such GIS based approach for Development Plan revision activities traditional approached were time consuming and erroneous.

This project highlights advantages of using GIS intermingle with another popular technology like Internet or Intranet. The Web based GIS (hereafter referred as WebGIS) solution plays vital role in decision-making systems, information dissemination, data sharing, etc. The users across the Maharashtra State from various organizations would be able to access this centrally located WebGIS system, which is developed using state of the art technologies like Microsoft Visual Studio.Net 2008. User-friendly GIS interface has been designed for easy access to WebGIS system services. WebGIS is a data centric application focusing on main themes like Spatial Database, Non-Spatial Database, Database Query, and Database Updations.
